Disproportionate burden — older PDF documents
St Martha Parish Council is one of the smallest parish councils in the Borough of Guildford, serving a population of approximately 600 residents. The council has no full-time staff and is run by unpaid volunteer councillors.
Retrospectively remediating our entire archive of PDF documents — including agendas, minutes and financial reports — would impose a burden disproportionate to the council's size and resources. We have therefore claimed disproportionate burden under Regulation 7 of the Accessibility Regulations 2018 in relation to some older documents.
